Time to cut back overhanging hedges that are dangerous to visually impaired pedestrians

Can l ask residents of Bexhill and elsewhere to take advantage of the coronavirus lock in to take a look outside in/around their property if adjoins a public pathway or any public space and looks like their hedges or vegetation needs cutting back to please cut back as such unkept areas are a real hindrance and potentially dangerous if not cut back. Especially to anyone with access and disability problems, and can cause accidents if view is blocked etc.
