Worthing's Montague Street improvements look stupid

Regarding Montague Street improvements, can anyone explain to me what the white concrete steps and sails represent if anything.

Surely not a shelter with seating, for if it’s meant to be a shelter with seating, then I can only suggest that a few old brollies full of holes would have filled the brief more than the sails.

Not only does it look stupid, the whole concept of it is stupid or maybe it represents the aftermarth of a tsunami. If so then architects and planners please accept my apologies.
