Improved roads but where?

In the latest edition of the WSCC Magazine, they claim a 'dramatic improvement' to road surfaces.

Where? Not in Littlehampton! One passes the same holes week after week.

When they are ‘repaired’ with a patch, there is no lasting improvement.

What baffles me is they patch busy through roads and resurface non-through roads. Surely it should be the reverse.
