Lord Callanan said the Government expects to table amendments before clause 11 of the Bill is debated at committee stage.
Clause 11 established that powers currently exercised by devolved governments within EU frameworks would be initially returned to Westminster, sparking claims of a “power grab”.
Lord Callanan told peers: “Proposals have been tabled after extensive discussion for the meeting tomorrow. We hope there will be agreement, I can’t guarantee that obviously but we hope there will, we remain committed to obtaining legislative consent motions if possible, and we will continue that dialogue in an effort to do that.”
Labour former minister Lord Foulkes of Cumnock criticised the minister, claiming he had “never heard such an inadequate reply” to a debate in 30 years in Parliament and suggested Lord Callanan was short of answers on the talks with the devolved administrations.
