Anti-social behaviour on footbridge goes too far

I am disgusted at the anti-social behaviour of people I see on a daily basis when I am crossing Shoreham footbridge.
Here are some prime examples.

Kamikaze cyclists, riding at speed, loudly ringing their bells, who aggressively push walkers to one side of the bridge; dog deposits left in the middle of the path by dogs whose owners are too lazy to bend down and
pick up after their pets; schoolchildren who blunder into you because they don't look where they are going while texting on their mobiles; youths playing extremely loud music…

All these activities spoil what should be a pleasant walk, with some of the best views of Shoreham.

I'd like to know what happened to the policeman/community police support officer who I thought was supposed to be patrolling the bridge (especially at peak times), issuing "on the spot" fines to these wrongdoers. Perhaps someone can shed some light on this matter for me.
