THE first full draft of the Shoreham Harbour Joint Area Action Plan will be presented at Adur Council’s planning committee on Monday.

The 15 to 20-year plan will guide the regeneration of Shoreham Harbour and will be used alongside the Adur Local Plan to provide detail on the regeneration area.

Committee members, meeting at Adur Civic Centre at 7pm, will be asked to comment on the draft plan prior to cabinet approval for a ten-week public consultation, expected to run from February 17 to April 25.

Mr James Appleton, executive head of planning, regeneration and wellbeing, said: “Depending on the issues raised, a further round of consultation may be required.

“Following this, a pre-submission version of the plan will be published for consultation but at this stage, representations can only be made on the ‘soundness’ of the plan.”

In his report to the committee, he explains the regeneration of Shoreham Harbour has long been an aspiration of the three partner authorities – Adur District Counci, Brighton and Hove City Council and West Sussex County Council – and Shoreham Port Authority.

Since 2010, significant technical work has been undertaken to decide the scale and land-use mix.

“The current plans aim to provide a pragmatic balance between the aspirations and ambitions for a new waterfront community and the commercial realities of bringing forward complex, brownfield sites under current market conditions,” added Mr Appleton.

Shoreham Harbour is identified as a ‘broad location’ for future development and it is the main area of Shoreham likely to be built on in the next 20 years.

The area stretches from Adur Ferry Bridge in the west through to Hove Lagoon in the east.

Mr Appleton said: “Shoreham Harbour is distinct from its surroundings due to its concentration of industrial and employment uses, many representing port-related activities.

“However, closely linked are the neighbouring residential communities of Shoreham, Shoreham Beach, Southwick, Fishersgate, Portslade and West Hove that will be influenced by any future development plans.”

It was recognised there were ‘pockets of deprivation’ in the area, particularly in parts of Adur’s Eastbrook and St Mary’s wards, so the vision was to maximise the potential for a long-term regeneration strategy, benefiting residents, businesses, port-users and visitors.

Mr Appleton said this would be achieved through the redevelopment of key sites with high-quality, sustainable, mixed-use developments, including new housing, employment, leisure opportunities, improved public space and associated flood defences and transport improvements.

Proposals include up to 1,450 new homes across the harbour, 1,050 of them along the Western Harbour Arm in Adur.

A total of 21,500 sqm of new employment floorspace is envisaged, 14,000 sqm of it in Adur, at the Western Arm and on Southwick waterfront The aim is to generate up to 2,000 new full-time jobs, about 700 of them in Adur, as well as around 1,700 temporary construction jobs.
